Description

We have an opportunity for an Analyst in the Moody’s Sub-Sovereign Group to conduct credit research on a portfolio of regional/local governments and government-related issuers. The bulk of the portfolio will be in France with some other entities located in EMEA. The role offers a unique career opportunity at the intersection of public finance and financial markets. Sub-Sovereign credit analysis and research span a wide range of entities: regional and local governments as well as entities related to various levels of government through ownership or guarantees (utilities, government agencies, public universities, hospitals, public transportations, public sector housing providers, etc.).

Responsibilities

  • Assume primary analytical responsibility for our portfolio in France, focusing on regional and local governments, as well as government related entities. Additionally, this role may extend to include responsibilities in other EMEA countries, contingent upon specific business requirements.
  • Monitor economic, financial, environmental, social, and governance related trends and developments, and build in-depth knowledge of the government sector in these countries.
  • Review rating documentation, perform and present in-depth fundamental credit analysis effectively and comprehensively on each issuer at rating committees and periodic reviews in accordance with Moody’s methodologies. Develop and formulate solid and forward-looking analytical conclusions.
  • Write in-depth, high quality, insightful and focused research on specific issuers, and on key credit trends affecting the public sector.
  • Build and maintain high quality relationships with senior management at regional and local governments and government related issuers.
  • Actively participate in regular outreach events such as investor briefings, teleconferences, conferences and third party presentations.
  • Participate in the analysis and discussion of a broader portfolio of government credits globally.
  • Lead and mentor junior associates in meticulously planning, organizing, and executing detailed analytical work, targeted outreach initiatives, and in-depth research projects. This collaboration aims to achieve specific, measurable outcomes aligned with our strategic objectives.
  • Perform a number or routine administrative and other ad hoc credit-related tasks.

Qualifications

  • Strong academic background is required. Graduate degree or equivalent in Economics, Finance, Business, or Public Administration (CFA or master qualification are a plus).

  • Strong quantitative aptitude and proven analytical skills.

  • Financial/statistical research capabilities.

  • Relevant experience in public finance or relevant credit research experience in corporate is essential.

  • Some prior experience in research writing, quantitative and qualitative analysis.

  • Excellent communication skills in English and French (proficiency in Italian is a plus).

  • Able to communicate clearly and succinctly, both verbally and in writing, adapting to the target audience.

  • Highly organized and efficient, with ability to multi-task and able to meet tight deadlines.

  • Strong MS Office skills; principally Excel, Word, and PowerPoint.

  • Some public speaking and travel is required.
